The poem The Gift of India is written by Sarojini Naidu long before India got its independence from British Rule. Sarojini Naidu was a freedom fighter who became the first president of Indian National Congress. Hence many of her poems, including this, are patriotic in nature.
This poem is written for Indian soldiers who were sent to foreign lands in order to fight of British. The poet is keeping the memory of their sacrifices alive by writing this poem.
