Stalks means walking with anger and rage. The tiger walks quietly with a lot of rage in its eyes on its fabric like feet. It has rage as it has been imprisoned forcibly but it is quiet because it is helpless. It cannot break the cage and run away. Hence it just keeps walking a few steps in the small cage.
