In the poem For Anne Gregory, the religious man who had just found a religious text says that no one loves anyone for his/her inner beauty or the soul. However God loves people for their good hearts. He does not love someone because of his/her physical beauty. He loves the inner beauty and thus Anne should not feel sad because He loves her because of her good heart.
