There are mainly two desires of Mother India in the poem Gift of India:

Safe return of soldiers: The line “hope that comforts the anguish of prayer” show that Mother Earth desires the safe journey of her brave sons, back to her soil. This hope and prayer comforts at such painful times.
No Wars: The line “when the terror and tumult of hate shall cease” depict that Mother India is not in favour of war. She prefers peace and love. She hates the terror and tumult of war and the hatred created by it. Hence Mother India desires peace and not war.
