In the poem, For Anne Gregory, the poet is an experienced man while Anne is young, innocent and ignorant of world and the demands of world. Hence she desires to be loved for her inner beauty.
However when she says that she will dye her hair with some else colour, it becomes obvious that she will not look beautiful without them. The poet (in the final part) also says that only God loves a person for his/her inner beauty. This line again justifies that Anne will not look beautiful without her golden hair.
