Indirect Speech: He exclaimed (that) who had known that that would happen.
Explanation: When the reporting verb is in the past (said) and the direct speech is in the past indefinite tense, then the indirect (reported) speech will change into the past perfect tense.
Past Indefinite Tense (knew) > Past Perfect Tense (had known)
And if the sentence is exclamatory, we use the reporting verbs like exclaimed, admired, cried etc based on the sentence.
The modals like would, should, might, could, used to, etc don’t change.
