The girl at the post office would not let them take out their pound as Sammy, the drunk, was not in the right state of mind to sign the form. The story is about two drunks, Sammy and Jerry, who wanted to get one more pound to spend at the pub. Jerry had to make sure that Sammy was able to sign the form so they could get the money. Along with being drunk, they were greedy.
