The mercy is a boon which is given by Almighty God. He is also merciful.
According to the poet, both giver of the mercy (like king) and taker of the mercy (like culprit) are benefitted by it.
The giver of the mercy (who grants bail to an accused or forgives him) becomes a God-like figure. He is liked by everyone and considered as a noble king.
On the other hand, the taker of the mercy gets back his life and property.
So mercy is seated in all the human beings who believe in God and follow His orders.
