“I was told” is appropriate when the speaker is not the direct subject. “I am told” is appropriate when the speaker is the direct subject.
It depends on the context. For instance, in ” You were told to clean up the room,” the past tense is used because it is past action, whereas in “I am told that he is a nice person,” the present tense is used because it is present information.
