Indirect Speech: He said that they had finished the work when he had arrived.
Explanation: If the direct speech is in the past perfect tense (had finished) or past perfect continuous tense, then the tense of the indirect (reported) speech remains the same.
And when the direct speech is in the past indefinite tense, the indirect (reported) speech changes into the past perfect tense.
