The two phrases are interchangeable. Collaborative effort is the most common phrase and is used to identify a group effort. Collaboration effort is the most recent incarnation of the phrase and was coined to promote an individual to act as a leader.
The word “collaboration” means working with others. It’s best used when working together on a specific task. “Collaborative” means working in a broad, compatible manner. It gets used when there are no specific tasks to complete, but there is some kind of ongoing relationship.
